FWO-Horticulture compliance report with findings from 15 regions

This report presents the outcomes of the Fair Work Ombudsman’s (FWO) three-year compliance strategy in the horticulture sector (Dec 2021–Nov 2024). Inspectors conducted 360 site visits, engaged with 545 businesses and carried out 512 investigations across 15 high-risk regional hotspots. In collaboration with other regulators, the FWO used its enforcement powers to secure corrective action from non-compliant employers—particularly labour hire providers—protecting vulnerable workers. While progress has been made, further effort is needed. The report stresses that lasting cultural change requires ongoing cooperation across industry, regulators and government to achieve a fair, productive and compliant horticulture sector.
